House Bills

House Bill 5 - Eminent Domain, Representative Bob Gibbs (R-Lakeville)
To formally state the General Assembly's intentions in its upcoming
deliberations on reforming Ohio's laws regulating the exercise of
eminent domain. Passed the the Ohio House 6/13/07, referred to the
Senate State and Local Government Committee.

House Bill 88 - Multifamily buildings-carbon monoxide detectors,
Representative John Domenick (D-Smithville) Requires the Board of
Building Standards to adopt rules that require that at least one
carbon monoxide detector with an alarm be installed in each
residential dwelling unit within a multifamily building.  Introduced
on 03/06/07, referred to the House Commerce and Labor Committee.

House Bill 92 - Disclosure of Methamphetamine Manufacturing
Laboratories - Representative Stephen Dyer (D-Green) Requires law
enforcement agencies to report to the Director of Public Safety the
location of any real property on which an illegal methamphetamine
manufacturing laboratory has been discovered and the vehicle
identification number of any motor vehicle in which an illegal
methamphetamine manufacturing laboratory has been
discovered. Requires the Director of Public Safety to maintain on the
Department of Public Safety web site a database of properties on which
an illegal methamphetamine manufacturing laboratory has been
discovered and motor vehicles in which illegal methamphetamine
manufacturing laboratories have been discovered. Authorizes a county
recorder to record an instrument identifying any property that has
been included in that database, and to provide a means by which an
owner of property or a motor vehicle included in that database may
receive certification from the Director of Environmental Protection
that the property or motor vehicle has been cleared of methamphetamine
residue and have the property or motor vehicle removed from the

House Bill 132 - Unlawful Property Burning - Representative Jim Hughes
(R-Clintonville) Creates the offense of unlawful property burning and

House Bill 138 - Judicial Sale-Property - Representative Mike Foley
(D-Cleveland) Requires purchasers of real property at a judicial sale
to provide certain identifying information and to make other changes
in judicial sales of real property.  Passed out of the House, referred
12/13/07 to the Senate Judiciary - Civil Justice Committee.

House Bill 158 - Tax Credit-Energy Efficient Devices - Representative
Jim Hughes (R-Clintonville) Allows a nonrefundable credit against the
personal income tax for the installation of energy-efficient devices
in homes.  Introduced 5/30/07 referred to the House Ways and Means

House Bill 161 - Residential Rental Agreements - Representative Jim
Raussen (R-Springdale) Permits a tenant to terminate a residential
rental agreement without penalty if the tenant or the tenant's spouse
is 62 years of age or older and, for medical reasons, enters a nursing
home or other specified care facility.   Introduced 6/19/07 referred to

Domenick (D-Smithfield) Establishes new record-keeping requirements
for dealers in scrap copper, scrap aluminum siding, or scrap catalytic

House Bill 220 - Ohio Planned Community Law - Representative Joyce
Beatty (D-Columbus) Establishes the Ohio Planned Community Law.
Requires that a person establishing a new planned community file a
declaration and bylaws with the county recorder and that a planned
community be administered by an owners' association through a board of

(D-East Palestine) Revises the procedures governing the sale of tax
certificates on lands that have delinquent property tax charges.

(D-Cincinnati)Provides for an appraisal of the effectiveness of tax

House Bill 290 - Tenant's Utilities - Representative Armond Budish
(D-Beachwood) Requires a landlord or manufactured home park operator
to supply electric, gas, water and sewage disposal service and related
fixtures and appliances and to pay the required amount due for the
service in a timely manner unless the service to the tenant's or
resident's dwelling unity is individually metered by a meter
accessible to the tenant or resident, the landlord or operator
notifies the tenant or resident in writing that the tenant or resident
is liable for the cost of electric, gas, water and sewage disposal
service, the tenant or resident is the customer with the pubic utility
supplying the service, and the cost that the tenant or resident is
billed only the cost that the public utility assesses for supplying
the service to the dwelling unit. Introduced 9/10/07 referred to the

House Bill 359 - Nuisance Abatement - Representative Matt Huffman
(R-Lima) Extends to all counties the authority to utilize surplus
delinquent tax collections to facilitate nuisance abatement of
deteriorated residential buildings in foreclosure and to terminate the
temporary authority of a county with a polulation exceeding 1.2
million to use such collections to prevent residential mortgage
foreclosures.  Introduced 11/7/07 referred to the House Ways and Means

House Bill 361 - Residential Lease Contracts - Representative Kenny
Yuko (D-Richmond Heights) Requires that specified residential units
conveyed pursuant to a land installment contract receive an appraisal
and an inspectin prior to the execution of the contract, to define
residential lease option contract, to regulate residential lease
option contracts under the ohio Landlord and Tenant Law, and to

Senate Bill 223 - Property Tax Rollback - Senator Dale Miller
(D-Cleveland) Requires county auditors to make reasonable efforts to
identify property owners wrongfully receiving the 2.5% property tax
rollback, to limit the monetary charge against violators to five
years' worth of reductions plus interest, to require 10% of monetary
charge collections to be credited to the rollback enforecment fund,
and to provide amnesty for persons who report their illegal receipt of
